Also known as the Fred DiBona Building (and formerly Blue Cross-Blue Shield Tower or IBX Tower), this 45 story/800,000 Sq Ft beautiful blue glass office tower constructed in 1990 is one of the very last skyscrapers in the city to have hired Massey. The headquarters for Independence Blue Cross, Philly’s 8th tallest building, was actually scaled by the famed “French Spider Man” in 1997.
